June 2025

Last month was Bike Month, and it was packed with bicycle activities.  There are typically fewer activities in the heat of the summer, though FCBC will have the rescheduled Clean California Mural Ride at the end of June, and then FCBC will be busy helping the Fresno State Transportation Institute with summer bike camp in July.

In this month’s Newsletter:

  • The events of Bike month are recapped.

  • The Clean California Mural Ride is on Saturday, June 28, at 9:00 am to view murals that were recently painted or are in progress, at San Pablo Park, Romain Park, and points in between below the State Route 180 freeway.

  • Several bills related to bicycling and especially e-bikes are working their way through the State Legislature.

  • The next FCBC general membership meeting and FCBC Board meeting will be in person at Me-n-Ed’s Victory Grill on Tuesday, June 17 at 6:30 and 7:00 pm, respectively.


Bike Month Recap

May was full of bike activities.  Last month’s Newsletter highlighted the Tranquillity Walk-Bike-Roll, third annual Ride with the Mayor, and Bike Through History events in early May.  Bike Month activities continued with Bike to Work Day on May 15, with FCBC jointly hosting the energy station with Caltrans District 6 at Manchester Center.

The Bike Station was at the Tower Theatre on May 24 to help support the volunteers repainting the art in the crosswalks on Olive Avenue in advance of the Pride Parade on June 7.  The Bike Station is a mobile bike clinic where you can do bike repairs or maintenance with the help of experienced bike mechanics.  Stay tuned for the next Bike Station event.


Coffee Outside, a periodic early morning social gathering, took place in Trolley Park on Memorial Day, May 26.


Clean California Mural Ride

The Clean California mural ride originally scheduled for May 31 will now be on June 28 to give the artists additional time to complete the newest murals in Fresno.  The murals are along the State Route 180 freeway corridor starting at San Pablo Park to the west and First Street, across from Romain Park, to the east.  The 38 murals are mostly painted on bridge columns, with some on the slope paving below bridges, and one large mural on a building at Romain Park.  Funding is from the Governor’s Clean California initiative, which cleaned and beautified public spaces across the state.

The mural ride will begin at San Pablo Park at 9:00 am on Saturday, June 28. About 30 minutes will initially be spent at the park viewing murals painted on 20 freeway columns.  The 4-mile ride will then proceed to Romain Park and later to freeway undercrossings.  Eric Martinez from the Fresno Arts Council will be the docent, and you will be able to meet some of the artists.  Some murals may still be in progress.  Bring plenty of water for what will likely be a hot day.  Registration is here.

If you live near Cedar Avenue or Willow Avenue and plan to ride your bike to San Pablo Park from home, there will be a bike train beginning at Willow and Nees Avenues starting at 8:00 am to arrive at San Pablo Park at 8:45 am.  The bike train will be traveling at a moderate speed of about 15 mph.  You can meet up with the bike train anywhere along the route going south on Willow Avenue, west on Bullard Avenue, south on Cedar Avenue, and west on Belmont Avenue to San Pablo Park.  Here are some of the key points and expected arrival times along the route:

Legislative Update

There are several bicycle-related bills working their way through the legislative process, as highlighted below:

  • Assembly Bill 954 would establish a pilot program of a numbered bicycle highway network beginning in two major metropolitan areas in different parts of the state.  The pilot would require by 2030 for Caltrans to develop a proposal to be included in the draft Interregional Transportation Improvement Program (ITIP).  The ITIP typically funds interregional freeway expansion projects and intercity passenger rail projects.  The intent of the bicycle highway network is to serve bike trips of five miles or longer and support travel speeds up to 25 mph.  The bill is in the Senate Transportation Committee.

  • AB-891 would establish the Quick-Build Project Pilot Program with the Caltrans Maintenance Program to expedite the development and implementation of low-cost projects on the State Highway System.  Caltrans would have until December 31, 2028 to identify and commit to fund at least 6 quick-build projects statewide.  The projects would use low to moderate cost materials and would last from one to five years.  The projects could be related to pedestrian and bicycle safety, but that would not be a requirement.  The bill passed the Assembly and is in the Senate.

There are several bills related to e-bikes:

  • AB-544 would require e-bikes to have a red reflector at all times, and not just at night.  Minors cited for not wearing a helmet would be allowed to attend an e-bike diversion program.  The bill is in the Senate Appropriations Committee.

  • AB-545 would prohibit selling an application that could modify the speed capability of an e-bike such that it would no longer meet the statutory definition of an e-bike.  The bill is in the Senate Appropriations Committee.

  • AB-875 would allow a peace office to seize and impound an out-of-class e-bike.  The bill is in the Senate Public Safety Committee.

  • AB-965 would prohibit a person from selling a Class 3 e-bike to a person under 16 years of age.  The bill is in the Senate Transportation Committee.

  • Senate Bill 586 would define the term eMoto as an electric two-wheeled device built on a bicycle infrastructure that does not have pedals and designates eMotos as off-highway vehicles.  These are potentially more powerful and faster than e-bikes and could be used off-road only.  The bill passed the Senate and is in the Assembly.



In-Person General Membership and Board Meetings

On June 17, FCBC will have in-person general membership and Board meetings at Me-n-Ed’s Victory Grill, located at 4010 N. Cedar Avenue in Fresno at Granite Park.  The general membership meeting will start at 6:30 pm, and the Board meeting will start upon the conclusion of the general membership meeting, no later than 7:00 pm.  The general membership meeting is for members and nonmembers to meet with the Board prior to the official Board meeting to ask questions or raise issues for the Board to consider.  Board meetings are restricted to members only.  Register here to let us know that you will be attending.
